J&K Orders Stricter Background Checks for Medical Staff Post-Terror Arrests
Srinagar – Jammu and Kashmir’s administration has mandated enhanced scrutiny of medical staff in government hospitals following the arrest of two doctors linked to a Faridabad terror module. The move aims to prevent the exploitation of healthcare institutions by anti-national elements.
Why the Sudden Scrutiny?
The crackdown comes after security agencies busted a Lashkar-e-Taiba (LeT) offshoot, arresting two Kashmiri doctors accused of providing logistical aid, medical support, and safe houses to terrorists. Investigations revealed a worrying trend of terror groups recruiting professionals as overground workers (OGWs).
Key Measures Under New Guidelines
The J&K Health Department has rolled out a multi-layered verification system:
– CID Clearance for New Hires: All new medical and administrative staff must pass rigorous CID background checks before appointment.
– Re-Vetting Existing Employees: Suspicious travel records or affiliations will trigger re-verification for select staff.
– Hospital Heads as Watchdogs: Medical Superintendents must report unusual staff behavior to authorities.
– Digital Surveillance: Online activities of employees may be monitored for terror links.
Balancing Security and Trust
A senior official stated: “Healthcare institutions are pillars of public trust. We must safeguard them from misuse while protecting our dedicated staff.”
However, doctors fear overreach and profiling. A Srinagar surgeon noted: “Most serve selflessly—these measures shouldn’t breed mistrust.”
Faridabad Case: A New Terror Recruitment Tactic?
The incident highlights terror groups’ shift toward recruiting educated professionals for covert operations. J&K’s challenge lies in tightening security without demoralizing its overburdened medical workforce.
